Key Responsibilities

  • Technical Specifications & Supplier Collaboration
    • Develop detailed technical specifications for bulk mechanical items in consultation with project engineers and design teams.
    • Possess a strong grasp of relevant engineering standards (e.g., ASTM, ASME) for materials and fabrication.
    • Collaborate with the Associate Manager - Procurement to identify, qualify, and build relationships with suppliers specializing in bulk mechanical components, with an emphasis on quality, reliability, and QHSE adherence.
    • Lead technical evaluations of bids, ensuring compliance with specifications and project requirements.
    • Participate in supplier meetings and negotiations, representing GAS LAB Asia's technical and commercial interests.
  • Procurement Execution & Contract Management
    • Manage the entire procurement process for assigned bulk mechanical items, from purchase requisitions to order placement, expediting, and delivery coordination.
    • Ensure strict adherence to company policies, industry regulations, contractual obligations, and GAS LAB Asia's QHSE standards.
    • Collaborate closely with project schedules to ensure timely procurement and avoid construction delays.
  • Risk Mitigation & Inventory Coordination
    • Assess supply chain risks specific to bulk mechanicals (e.g., raw material price fluctuations, long lead times) and proactively develop contingency plans.
    • Collaborate with the Associate Manager - Procurement and warehouse teams to establish minimum order quantities (MOQ) and minimum stock levels for standard items.
    • Support the development of just-in-time (JIT) delivery strategies for large and project-specific bulk mechanical components.
  • Quality Assurance & QHSE Integration
    • Work closely with the Quality Assurance (QA) department to define quality standards and inspection protocols for bulk mechanical items.
    • Participate in pre-shipment inspections and supplier audits, ensuring adherence to specifications, quality, and QHSE requirements.
    • Conduct root cause analysis for quality issues and drive corrective actions with suppliers.
  • Data Tracking and Reporting
    • Follow and maintain systems for consistent gathering of high-quality data to calculate Key Result (KR) metrics.
    • Regularly prepare and present KR reports on a monthly and quarterly basis to track progress against objectives.

Qualifications

  • Bachelor’s degree in mechanical engineering or a closely related field.
  • 3+ years of experience in procurement of bulk mechanicals, preferably within the EPC, manufacturing, or similar industries.
  • In-depth knowledge of materials (steel grades, fabrication processes), piping systems, and relevant engineering codes and standards.
  • Strong understanding of procurement processes, contract management, and supply chain dynamics.
  • Familiarity with quality assurance principles (e.g., ISO 9001) and a commitment to QHSE.
  • Excellent analytical, problem-solving, and communication skills.



Key Responsibilities

  • Develops the Proposal Plan and reviews the Enquiry Summary
  • Discussions and goal setting based on the inputs received from Marketing and Management
  • Organizes and holds the bid kick-off meeting
  • Analyses RFQ requirements and conditions
  • Approves the scope of work of each party involved in the bid
  • Allocation of work with time frame to meet the overall deadline
  • Identifies the pre-bid agreements to be completed, if necessary
  • Coordinates with vendors for timely receipt of offers
  • Creates a comparison sheet for the offers received
  • Prepares the bidding documents
  • Estimation of cost based on the evaluations made by the other technical departments (engineering, procurement, process, I&C, Quality, etc.)
  • Submits the proposal for further submission
  • Updating Proposal MIS daily
  • Data management

Qualifications

  • Bachelor’s degree in mechanical/chemical engineering or a closely related field
  • 2+ years of experience in procurement of bulk mechanicals, preferably within the EPC, manufacturing, or similar industries
  • Self-starter
  • Ability to deliver compliant, professionally produced proposals within deadline
  • Strong time management skills
  • Coordinate and edit proposal input from a variety of sources
  • Strong written English language skills
  • Able to communicate at a senior level
  • Document template management
